Abstract

Making parents who have ‘neglected their children's integration’ pay for it: this, in essence, is the edifying proposal made by a few Thurgau politicians in early January 2019, which they would like to see extended to all Swiss cantons. You have probably heard about it: the initiators of this proposal believe that if ‘foreign’ children do not speak the language of instruction ‘well enough’ when they start school, it is the parents who should pay to make up for this shortcoming. The same applies if these parents need an interpreting service to understand school professionals.
